Changing Food Safety - Enforcement through Education (50m lecture)



The purpose of the session is to describe and demonstrate Hamilton County Public Health's enforcement and education processes. Using the mantra "education over enforcement" the presenters will demonstrate through the enforcement process how education through tier 1 and tier 2 "ServSafe" training, allow the operator to improve food handling sanitation. The presenters will discuss the enforcement process and the use of CDC risk factors to categorize recalcitrant facilities. Discussion will include the agency standard operating guideline, forms and timelines developed for enforcement, and show how education decreases violations. The presenters will also discuss the challenges with enforcement and education from language barriers to changes in the standard operating guidelines to ensure all recalcitrant facilities are engaging in safe food handling practices. The audience will see the current techniques used at Hamilton County Public Health in education and enforcement which was an integral part of earning the 2013 Samuel J. Crumbine Award. Upon completion, participants will be able to develop processes and techniques for enforcement from the lecture.
